8.8.4.4 is the secondary resolver of Google Public DNS. It is meant to be configured as the second DNS server alongside 8.8.8.8 so that if a query to the primary fails, the client retries the secondary. Functionally and operationally the two are identical — same anycast network, same policies, same protocols.
Always configure both 8.8.8.8 and 8.8.4.4 together. A single DNS server is a single point of failure: if the primary resolver becomes unreachable from your network, queries time out until the operating system falls back to the secondary. With both configured, switchover is automatic.
8.8.4.4 sits in 8.8.4.0/24, also operated by Google under AS15169. It supports the same protocols as 8.8.8.8: classic DNS over UDP/TCP port 53, DNS-over-TLS on 853, and DNS-over-HTTPS at dns.google. DNSSEC is enabled.
Operationally yes — same service, same policies. The two IPs exist so clients can configure a primary and a secondary resolver for redundancy.
You should use both. Configure 8.8.8.8 as primary and 8.8.4.4 as secondary.
